(11 Aug 2017) In spite of tension and strident rhetoric, life on the streets of the North Korean capital Pyongyang remained calm on Friday. There were no cars in camouflage netting as have been seen at previous times of crisis, and no air raid drills. State-run media ensure that the population gets the North Korean side of the story, but don't convey any sense of the international concern surrounding the peninsula. Talking to people on the streets about the crisis is easy, but when faced with a foreign reporter, most will start to repeat the official statements they've recently heard. And North Koreans have lived for decades with the state media message that war is imminent, the US is to blame, and their country is ready to defend itself. There are connecting branch lines into Mongolia, China and North Korea. It has connected Moscow with Vladivostok since 1916, and is still being expanded. It was built between 1891 and 1916 under the supervision of Russian government ministers personally appointed by Tsar Alexander III and his son, the Tsarevich Nicholas (later Tsar Nicholas II). Even before it had been completed, it attracted travellers who wrote of their adventures. The Trans-Siberian line remains the most important transport link within Russia; around 30% of Russian exports travel on the line. While it attracts many foreign tourists, it gets most of its use from domestic passengers. Today the Trans-Siberian Railway carries about 200,000 containers per year to Europe. Russian Railways intends to at least double the volume of container traffic on the Trans-Siberian and is developing a fleet of specialised cars and increasing terminal capacity at the ports by a factor of 3 to 4. By 2010, the volume of traffic between Russia and China could reach 60 million tons (54 million tonnes), most of which will go by the Trans-Siberian. With perfect coordination of the participating countries' railway authorities, a trainload of containers can be taken from Beijing to Hamburg, via the Trans-Mongolian and Trans-Siberian lines in as little as 15 days, but typical cargo transit times are usually significantly longer and typical cargo transit time from Japan to major destinations in European Russia was reported as around 25 days. According to a 2009 report, the best travel times for cargo block trains from Russia's Pacific ports to the western border (of Russia, or perhaps of Belarus) were around 12 days, with trains making around 900 km (559 mi) per day, at a maximum operating speed of 80 km/h (50 mph). However, in early 2009, Russian Railways announced an ambitious "Trans-Siberian in Seven Days" programme; according to this plan, $11 billion will be invested over the next five years to make it possible for goods traffic to cover the same 9,000 km (5,592 mi) distance in just seven days. The plan will involve increasing the cargo trains' speed to 90 km/h (56 mph) in 2010–12, and, at least on some sections, to 100 km/h (62 mph) by 2015. At these speeds, goods trains will be able to cover 1,500 km (932 mi) per day.

북한의 맥스선더에 대한 불만 및 고위급 회담 취소에 담긴 진의는? We're used to seeing North Korea condemning the allies over combined exercises. But this time the regime used it as an excuse to cancel a major inter-Korean event. According to our Park Ji-won there's more to that seemingly brash decision than meets the eye. Most experts on North Korea seem to agree that the Max Thunder drill itself was simply used as an excuse for Pyongyang to cancel Wednesday's inter-Korean talks, rather than the real reason for the last minute cancelation. They point out that North Korea already knew about the two-week joint air force exercise between the South and the U.S.,... which began last Friday,... and they didn't bring up the issue at that time. Experts say that the North's real intentions seem to be two-pronged. First,... the experts say that North Korea wants to show its disapproval of Seoul and Washington's decision to deploy eight advanced F-22 fighter jets during this year's drills, which is the largest number ever. Also,... Pyongyang seems to want to express its absolute disapproval of any attempts to hurt the North's ruling regime. Part of Pyongyang's Wednesday statement mentioned South Korea (quote) "allowing human scum to hurl mud at the dignity of the supreme leadership,".... which appears to be referring to former North Korean diplomat and defector Thae Yong-ho. Thae held a press conference to promote his new book at the National Assembly building in Seoul on Monday,... where he slammed the North's ruling regime. It appears that Pyongyang is criticizing the South Korean government's decision to allow Thae to publicly speak out about the North. "I think Pyongyang's cancellation of high-level inter-Korean talks sends a message that: first, it will never allow the deployment of U.S. strategic assets on the Korean peninsula. And second, it won't sit idle over any attempts to damage the dignity of the North's ruling regime." However,... most experts agree that considering the level of their complaints,... North Korea is unlikely to disrupt the scheduled North Korea-U.S. summit next month. Meanwhile,... Seoul's defense minister Song Young-moo held an emergency meeting Wednesday morning with the commander of U.S. Forces Korea, General Vincent Brooks. South Korea's defense ministry said that the two met for about half an hour starting at 8 a.m.,... and decided that the Max Thunder exercise will continue as planned. The ministry added that the joint exercises,... the largest military flying exercise held on the Korean Peninsula,... are part of its regular training program for pilots. The joint exercise involves some 100 warplanes, including eight F-22 stealth fighters,... as well as F-15K and F-16K jets. However, a military source told Arirang News that U.S. B-52 strategic bombers are unlikely to participate in this year's exercise. Park Ji-won, Arirang News. 4월 남북정상회담 이어 5월 북미정상회담…한반도정세 '대반전' Some argue the seemingly sudden diplomatic development is the inevitable consequence of the strong sanctions and pressure. Others warn that Pyongyang's latest moves could just be an attempt to buy time. Kwon Jang-ho turned to some experts for their viewpoints on the matter. Just over three months ago, talks of a potential meeting between the leaders of the U.S. and North Korea would have sounded like a pipe-dream, but the speed in which the situation has developed has caught everyone off guard. The question on everyone's minds has been, why? The general consensus is that international sanctions, led by the U.S. have been biting, and North Korea are looking to ease the pressure. "What we can be sure of is that it has been the effect of the sanctions and pressure. The situation in North Korea is currently very serious, and they need to deal with the pressure and sanctions somehow." However, the speed in which Pyongyang has opened up has raised questions over its intentions. There are concerns already that the regime is just stalling in the face of sanctions. "Many people believe that North Korea will not give up its nuclear weapons, so this agreement to have a summit meeting between the United States and North Korea, would provide some time for North Korea to complete its nuclear capabilities, including the ICBM." In the meantime, there has also been surprise over how quickly the White House agreed to Pyongyang's invitation, especially after the war of words between President Trump and Kim Jong-un over the last year. But despite Trump's rhetoric, the administration's party line had always been to keep all options open, including dialogue. With North Korea halting nuclear and missile testing, and suggesting that they could discuss denuclearization, Washington had little to lose from agreeing to talks. "I think it's important to keep in mind that the U.S. has always maintained the policy of maximum pressure and engagement... to some extent I think the U.S. was obligated in many ways to follow through on its original policy statement about how to engage with the North." However experts also point to the role that South Korea had in reaching this point, and that Seoul's involvement, especially during the Olympics, has contributed to possible dialogue. "Trump's pressure and sanctions campaign did have an effect, but the deciding factor that acted as mediator between the U.S. and North Korea and alleviated their mistrust was South Korea." Most experts on North Korea seem to agree that the Max Thunder drill itself was simply used as an excuse for Pyongyang to cancel Wednesday's inter-Korean talks, rather than the real reason for the last minute cancelation. It's difficult to ask people to express individual feelings. A day of repeated conversations with North Koreans on the streets of Pyongyang resulted in a few glimpses of how people are coping with the crisis. 81-year-old Ri Chong Song said he's still going dancing in the park, a common pastime for the elderly, because he's confident that his country will survive. Young graduate Choe Kyong Song said North Koreans don't want war, but then went on to repeat the kind of bold rhetoric that authorities favour - the idea that any conflict with the US would result in North Korean victory and the reunification of Korea. At a park in central Pyongyang Friday evening, young people practiced volleyball and grandparents and parents watched children on climbing frames and swings. One mother agreed to talk about her daily life and her hopes for her son. Kim Un Song said she wants to see her son grow up to be a scientist. With the threat of massive conflict hanging over the Korean Peninsula it's difficult to think past the current crisis. But people in Pyongyang remain optimistic that life will somehow carry on and their daily concerns remain very similar to those of people elsewhere, although the place they live in is very different to other countries. 북한, 자정넘어 고위급회담 '취소 통보'... 이유는 맥스선더 훈련 Just ten hours before today's scheduled talks with South Korea,... North Korea pulled out of the high-level inter-Korean meeting,... citing Seoul's ongoing military exercises with the U.S. as the reason for the abrupt cancellation. It's in stark contrast to what the regime has been saying in regards to joint military exercises in recent weeks,... when it seemed to be.... more understanding. Watching this rapid and unexpected shift in mood on the Korean peninsula,... is our Unification Ministry correspondent Oh Jung-hee who is on the line for us. Jung-hee, it looks like North Korea might be going back to its tried and tested bargaining tactics? Ji-yoon, I first have to tell you that North Korea’s foreign affairs ministry issued a statement roughly 30 minutes ago and declared that it will have to reconsider holding summit talks with the U.S. The North is saying it's skeptical about whether Washington is willing to solve the nuclear issue through dialogue and negotiation... citing recent remarks from the Trump administration about dismantlement of not only nuclear weapons but also missiles and biological, chemical weapons. I will make sure to have more details on this for our next newscast. Let's go back to the cancellation statement from the North last night. Not only did the North notify South Korea of the cancellation via the inter-Korean contact channel... but Pyongyang also posted a lengthy statement through its state media. It explained it could not help but call off today's high-level talks, specifically because of the Max Thunder exercise -- a combined air force drill between South Korea and the U.S. that started last Friday. Saying that the drills are to (quote)"make a preemptive air strike and win the air," Pyongyang called the exercise an apparent challenge to the Panmunjom Declaration and an intentional military provocation. The North stated that South Korea is breaking the two Koreas' promise to lower military tensions... and therefore, Seoul is to blame for the cancellation. Pyongyang warned the improvement in inter-Korean relations and its dialogue momentum with the U.S. doesn't mean Seoul and Washington can hold their combined drills anytime. What's worrisome is that Pyongyang even left open the possibility of cancelling its summit with the U.S.,... saying Washington will have to consider the fate of their summit as well. A complete shift in tone from North Korea indeed,... and what are we hearing from the South Korean government? Yes, the government issued an official response this morning. Take a look at what Seoul's unification ministry spokesperson had to say: "North Korea made a unilateral decision to postpone the high-level talks right after notifying us of the date, citing our regular joint Air Force drills with the U.S. We express regret as this action does not correspond to the fundamental principles and objectives of the Panmunjom Declaration." Adding that Seoul still dedicated to fully carrying out the summit agreement, the government urged the North to quickly respond for its call for talks. South Korea stressed that dialogue has to continue anyway to discuss the issues Pyongyang is raising now. Seoul says it plans to send a message to North Korea today, though what it will say remains to be seen. According to the ministry, during the groundwork for today's now-canceled high-level talks, the North did not raise any objections to the Max Thunder exercise or the Seoul-Washington drills in general.
